Add to AW 12.1.1.2:

Goat tying will be optional at All-Women’s qualifying events, but will be held at WPRA World Finals starting in 2009.

 

Add new rule:

Money won at limited rodeos will not count towards qualification to circuit finals rodeos.

Propose to restructure card/permit, along w/ prices, to encompass all adult members under one WPRA card/permit.

 

Add to 8.4.1 and new rule 8.5.2:

Member may change circuit designation but must do so prior to competing in any events.

 

Add new rule 1.3.5.2.8:

If contestant fills her permit plus wins additional monies at an event, and card is purchased, all monies above the amount won to reach the $1000 permit limit, will count for standings.

Change 10.5.4: 

Contestants competing in WPRA event must have fees paid prior to competition.

 

New rule:

Monies/points won from mixed ropings by a woman, regardless of whether she ropes with a man or woman, count for standings.

 

Change rule 10.4.3.1:

Delete (1) A WPRA member may buddy with a PRCA member only if it is her husband or immediate family.  A WPRA member may not buddy with any other WPRA members, except immediate family members, if she is already with a PRCA member.  A copy of a marriage certificate verifying marital status must be on file in the WPRA office. (General discussion on buddying rule due to rising fuel costs.)

 

Add to Juniors:

Any WPRA junior member winning $1000 on her junior card will be eligible to purchase a WPRA card upon turning 18.  If she has won less than $1000 upon turning 18, the monies won will carry forward to her permit.

 

Add to rule proposal 9.3.14 and as new rule 12.8.7:

Abuse of horse violation may result in immediate disqualification from one or all go rounds, in addition to major rule violation fine amount.

Change Chapter 16, Co-Sanctioning Rules for Team Roping:

Drop number from #12 ropings to include #8 and above events for consideration for co-sanctioning.

 

Change rule 14.4.1 and 14.4.4:

All Around Champion standings will only be counted from money won in WPRA lead-sanctioned events where at least four of the six standard events are held.

 

When the barrel race is approved through the All Women’s Rodeo Division  . . .  WPRA All Women’s Rodeo Members’ winnings in the barrel race will count toward All Around Standings at full four event rodeos. WPRA regular card holders . . .

 

Eliminate rule 14.4.1.1

I propose that we co-approve events to allow women to be eligible for the Women’s World Finals.  The co-approved money wouldn’t count for the world standings.  Then allow WPRA completely approved events to count for the world standings.   Don’t limit the finals to 75 just allow anyone with a card and some money won in the event they wish to enter to be eligible.  That way you could count the events where the women rope with men and against men.

Propose a complete restructuring of the entire rulebook.  Take the AW, futurity, and junior sections and integrate them into the rest of the rulebook. 

·         Chapters 1-7 would remain unchanged

·         Chapter 8—add rules for WPRA circuits as well as PRCA/WPRA circuits

·         Chapter 9 -- unchanged

·         Chapter 10 – Rodeo Rules, add approval/committee requirements for each different type of WPRA event, approval fees, EF’s, entry system parameters (both Procom and for AW events), judging, flagging, electric eyes, timing, stock contractors, announcers

·         Chapter 11 – Payoffs, add for each program

·         Chapter 12 – Competition – Add sections for PRCA/WPRA barrel racing, WPRA stand alone barrel racing, Tie Down Roping, Team Roping, Breakaway Roping, Bareback Riding, Bull Riding, Junior Barrels, Futurity/Derby, Optional Events, Co-sanctions

·         Chapter 13 –Eye setup, Flagging, Timing – integrate into Rodeo Rules and Event rules

·         Chapter 14 – Championship standings –integrate specific rules for programs, should have sections for PRCA NFR/CFR, WPRA World and Circuit, AW events, junior barrels, and futurity/derby

·         Chapter 15 – World Finals barrel racing, change to World Finals.  All events.

·         Chapter 16-19 – no changes

 

Reasoning:  The split in the current rules is confusing to many members, especially those who primarily compete in the non-rodeo barrel racing programs, and to producers who are trying to understand what the requirements are for them in a particular event.  The current rulebook also supports the idea of separate organizations, rather than a single, unified association with many facets.  Finally, there is tremendous duplication of rules and, in other instances, rules which contradict each other.

 

Change circuits for purposes of WPRA circuits only (PRCA circuits are set by the PRCA and not within our jurisdiction to change.)  General discussion of reducing the geographic area members must cover in order to qualify to WPRA World Finals from the circuits due to the rising fuel costs.  Need member input but some ideas for discussion include cutting existing circuits in half, creating new boundaries based upon existing events, or overlapping circuit boundaries such that rodeos on the borders of existing circuits count for both automatically.

 

 

Change rules on standings:

All WPRA lead sanctioned barrel races with at least $500 added money will count for WPRA World standings, WPRA circuit standings, NFR standings, and WPRA/PRCA circuit standings.

 

Add new rule 15.1.2.2:

The Board of Directors may also invite qualifiers from outside the established circuits, including but not limited to Canada, Europe, or others, to compete at the World Finals in any of the WPRA standard events at its sole discretion.

 

 

Add to Junior division rules:

New rule: 

When sanctioning a WPRA Juniors race, producer has two format options:

1)      Straight pay-off following WPRA payout scale outlined in Chapter 11; or

2)      2D payout with full second split.  Payout to be divided 70% to 1D and 30% to 2D.  Only 1D points count for championship standings.  However, WPRA Board may, at its discretion, accept World Finals qualifiers based on both 1D and 2D money won.  When using the 2D format, riders may ride more than one horse but only the highest placing run will earn championship points.

Producer must designate which format will be used for the race on the approval form and in all advertising.

 

New rule: 

Only three (3) contestants must be entered for a race to count for championship points.

 

New rule:

Non-member females aged seventeen and under are allowed to enter WPRA Juniors’ races unless producer designates “members only” for an event.

Change WPRA Chapter 11 to offer additional payout options:

Producers of WPRA barrel races not held in conjunction with a rodeo have the option of using the “rodeo payout” as outlined in Chapter 11 or the following:

            Optional payout for WPRA Stand Alone barrel races, use same percentages as rodeo payouts.  Producer must designate which payout will be used on approval form and in all advertising.

Add new rule 13.1:

All WPRA barrel races must be conducted with the use of electric eye timers.  Failure to use an electric eye with result in a fine for the stock contractor of $250 for the first offense, fine to double progressively thereafter.

 

Add to rule 9.3.1:

“ and to hear and refute evidence offered against her.  In the case of alleged violations of rule 9.3.15, the Board must convene a hearing within fifteen (15) days of receiving the allegations:  in such instances, requirements of written notification to member as well as ten day notification of legal representation for the member are waived and member may by notified of allegations and date of hearing by telephone.   Anyone who hires . . . “

 

 

 

Change rule 9.3.15:

Abuse of horse on rodeo grounds.  This accusation must be supporting in writing by at least two persons, the complaining party and one witness.  The requirement of a witness is waived if the complaining party one of the PRCA rodeo judges.  First offense is subject to Board discretion as to penalties.  For second offense, member will automatically serve a one month suspension in addition to any other penalties determined by the Board of Directors.

 

Change rule 9.3.13 to rule 9.2.27 – move to minor rule infractions and add $100 penalty.

 

Change rule 9.3.2 to read:

No WPRA member shall enter or compete in barrel race held in conjunction with any PRCA sanctioned rodeo that does not have a WPRA sanctioned barrel race.  As soon as the WPRA . . .  The Secretary shall notify the alleged offender of the date and time for a hearing, to be held as expeditiously as possible.  If the alleged . . . If the alleged offender is found in violation of the rule, she will be suspended for no less than six months, pay fines of no more than $5000, and become ineligible for any championship events for one year, including but not limited to NFR, CFR, DNCFR, Tour Finales.  A contestant who has been a member in the previous year but has not yet renewed for the current year who competes at an open/invitational barrel race held in conjunction with a PRCA rodeo will not be allowed to renew her WPRA membership for one year and will pay a fine not to exceed $5000 in order to reinstate her membership.  If no violation is found . . . “

 

 

Add rule 9.2.13.3

Anyone helping a WPRA contestant into the arena must adhere to rules of WPRA including but not limited to dress code, not obstructing alleyway, and conduct restrictions for professional behavior.

 

Change AW rule 14.5.1:

The AW Rodeo point cut off date is to be as late as possible in the year, yet allow sufficient time to audit winnings and is set at the sole discretion of the WPRA Board of Directors.  Such cut off date shall be published in the WPRN and on the WPRA website at least four months in advance.

 

Change AW rule 6.6.5:

No contestant may compete at any WPRA All Women’s Rodeo approved event if she has released out of the WPRA All Women’s Rodeo event taking place at the same time. Violation is subject to rule 9.3.18 and will be a major rule violation.

Add to AW Rule 14.2:

To qualify for a World Championship, a contestant must enter and compete in that event in at least one WPRA lead sanctioned event, excluding the finals.  World Finals qualification will not be based upon this requirement.

 

 

 

Add to AW Chapter 6 and 16:

Points from WPRA All Women’s co-sanctioned events will be determined by calculating forty (40) percent of the actual money earned at that function.  Points earned at WPRA lead sanctioned events will be worth one hundred (100) percent.

 

OR

 

Implement a point system such that co-sanctioned events are not weighted as heavily as WPRA lead sanctions.  Example:  first at a lead sanctioned event is worth 1000 points, scaled down for the 2-4/6/8 place, and first at a co-sanctioned event is worth 500 points.  Need input from members on other ideas for this.

Add rule 13.1.7:

PRCA Stock Contractors and/or Rodeo Committees cannot use WPRA owned electric timers for use in timing a non-WPRA approved event unless by special approval of the WPRA Board of Directors.

Allow Locals (within 25 miles) to enter with 3 stipulations:

1.      Cannot be ineligible in the WPRA,

2.      Cannot be a past Card holder in the WPRA, and

3.      Must be 18 years old.  (In the IPRA, they have to pay a $25 insurance fee and sign a release)

4.       

Where committee requests, have a nightly Junior and Peewee Barrels.  (They have them at all the Regional rodeos around here, again, they sign a release)

 

**My thinking is that every Rodeo Committee has a 'little Susie" they want to run in the hometown rodeo that they work hard to produce.  Maybe this way we can get those handful of good rodeos back and please the WPRA as well as the Committee??? (Okmulgee $1000, Poteau $1500, Coffeyville $2000, etc)

  

Co Approve more rodeos in overlapping states and allow them to count as our 15.

Chapter 5.1.3

Delete from last sentence and/or fourteen (14) days on the WPRA website

 

Reason:  With the high price of fuel, if an event is posted 14 days and the entry date is 10 days it is difficult for the girls to buddy up for travel purposes.  Also if it has to be on website 14 days we need at least 7 days for the office to process the approval and get it to the webmaster.  Therefore I feel we need more time.

Change rule 10.4.1.5 from sixty (60) minutes to ninety (90) to be consistent with Procom rules.

 

Change rule 10.1.9 to remain consistent with PRCA rules:

From $10,000 to $12,500 and add:

In order to maintain a finals, a Rodeo Committee must increase its purse money by a minimum of 5% per year each year following initially adding $12,500 in purse money per event. Once the added purse money per event reaches $20,000 a Rodeo Committee is not required to add any more money in order to continue with a finals.

 

Change rule 10.3.4.1 to read:

If the number of entries is less than forty (40) at a four performance rodeo, less than fifty (50) at a five performance rodeo, and less than sixty (60) at a six performance rodeo, the rodeo committee has the option to make barrel race two (2) go rounds.  Rodeos with seven or more performances must have two go rounds unless by approval of the Board of Directors.

 

Change 10.3.5.8 from $10,000 to $12,500.

 

Change rule 10.1.13 (stay consistent with PRCA):

To $3500 or less

 

General Discussion of trading rules.

 

Change rule 12.9.2.1 to read:

If more contestants than are in a section (as defined in rule 12.5.1) of the rest of the rodeo are in a paid performance due to Procom or office error, the extra contestant(s) must be given a rake prior to competing.  A hand rake is acceptable.  Penalty for non-compliance is $100.

 

Add to rule 10.6.4.2

Contestant cannot trade up within her performance or section of slack to better her position.

 

Add new rule 11.1.2.8

Secretaries must distribute go round checks, if requested by contestant, upon completion of the go round.  Approval from the Board of Directors is required to request that no checks be paid until the last performance.

 

 

 

Add to rule AW 6.6.4.1

A contestant may not compete in any WPRA AW Rodeo event for five (5) days from the date of the first performance/slack the release is used.

 

Add to rule AW 6.6.5

No contestant may compete at any WPRA AW Rodeo approved event if she has released out of the WPRA AW Rodeo event taking place at the same time.  Anyone found in violation will be subject to a major rule infraction and forfeiture of all winnings, including money, prizes, and sponsor points.  See WPRA rule 9.3.18.

Add rule AW 12.5.18:

No Hotshots are allowed in the chute area.  Horses are not to receive a hot shot in the loading chutes or when bucking out.  Stock contractor should be subjected to a minimum of $100 fine if found with a hot shot in the chute area.  All rerides requested due to performance of the horse will be at the discretion of the judges.

 

Add to rule AW 11.1.8

Use of hot shots in the bucking chutes, either for loading or bucking out, will not be allowed.  Minimum fine of $100 for violation.

 

Change rule AW 4.1.7:

Leave 1st sentence and delete rest.

 

Delete rule AW 4.1.7.1.

 

Change rule AW 5.4.2:

Replace “barrel racers” with “competitors.”

 

Change rule AW 5.4.3:

New Rule:

Barrel racing slack will be held after a performance unless approved by the circuit director.

 

New Rule:

At a one performance rodeo a contestant that did not receive her entry preference(s) can compete in an open position created by a vet release or turn out in another performance or slack.  The judges and rodeo secretary must be notified, one hour prior to the start of the performance or slack.  (If the contestant who originally turned out later chooses to compete they will be given that opportunity over the contestant wanting the open position).

 

Change Rule 9.1.2.1 Collection Procedure:

Delete ”Members with past due accounts ninety (90) days old and in the amount of $99 and under will be assessed a service charge of $5/mo until the account is paid in full"

 

New Rule -

All amounts billed are due to the office by the 20th of the following month. If the billed amount is not paid in full, the member will be ineligible until account is brought current.  Interest and or other service charges will be assessed on all past due accounts.

 

ie. 6/30 statement, payment must be received by the 20th of July, if not paid IN FULL the member will become ineligible.

 

NOTE:  Entry fees are still due to the office in the time frames outlined in rules #10.5.4 and #10.5.4.1 to avoid ineligibility.

 

New rule proposal(s)

 

The WPRA circuit director must be contacted after entry closing, she will be notified of the total number of entries and proposed number of go rounds.  The barrel race may only be drawn after the circuit director gives the final approval.

 

Barrel Racing slack will be set by the committee with final approval from the circuit director.  Changes to slack can be made with director approval.

 

WPRA circuit director has the right to request the barrel race be re-drawn for any reason deemed necessary to benefit the committee and or contestants

New Rule:

If slack follows a performance and there are PRCA events also in the slack, there does not have to be a drag following the PRCA events and before the barrel racing slack if there is equal or less than the same number of competitive runs in the other slack events as in the performances.  A rake prior to the start of all slack is mandatory.

 

In other words, if there was 10 in the SW,  CR & TR (for a total of 30 runs) during the perf. and only 3 runs in SW, 5 in CR and 4 in TR, for a total of 12 in slack then there does not have to be a drag before the barrel racing slack.

Delete:  1.3.11.1. A WPRA member shall not participate in or perform an exhibition in a PRCA rodeo not approved by the WPRA.

Delete: 1.3.11.1.1. When the barrel race has been WPRA approved in the past and then it becomes an open event at a PRCA rodeo, WPRA members may not compete.

Delete: 1.3.11.1.2. No WPRA member shall participate in an invitational barrel race held at a PRCA approved rodeo unless by special Board approval. WPRA members found guilty of participating in an open or invitational barrel race held at a PRCA approved rodeo are subject to a major rule infraction.

Add: A WPRA shall not be required to drop her membership, including any current year point standings, to compete at any non-sanctioned barrel race, including those rodeos having PRCA sanctioned events.

The above rules are in direct conflict with federal right to work laws, which include the right to work to earn points for NFR qualifications.

 

Rule 2.2.1 regarding President.  Delete “Must have held the office of director for four years (2 terms)”…

Rule 2.3.1 regarding Vice President. Delete “Must have held the office of director for one term (2 years)”…

This could be a one time exception given the current  circumstances regarding the lack of elections for the past several years and the current state of affairs regarding the association in transition.

There are members who may not have served on the board of directors for their circuit, but who nonetheless are well qualified and have proven their ability for leadership. A person does not have to have been a senator, congressman, or even governor to become President of the United States.

Add to 2.4 Special Offices & Positions: “There shall be two (2), permanent Director-At-Large positions created to serve as fully vested, voting members on the Board of Directors. These Directors-At-Large shall be elected by the general membership from the general membership, regardless of location of geographic residence and must have had at least 4 years of WPRA membership to be eligible for the office.

Approvals.  Add: Only actual prize money added by a committee or sanctioning body to contestants’ entry fees shall be listed as added money to any event. Under no circumstances should the total purse money, whether guaranteed or projected, be listed as added money for an event. All events listed must have added money listed when posted on the website, printed in supplements, or printed in the WPRA News.

There are currently events listed with total projected purse (sometimes as much as $55,000) as prize money. This is misleading and inaccurate.

New Rule
 
(Ground Preparation) 12.9.8 Ground conditions at WPRA approved events can only be fixed or changed with the consent of a spokesperson and/or director and one judge who are allowed to discuss the conditions and changes with a tractor driver. If no spokesperson/director is present then phone contact must be made with a director or spokesperson to speak with a judge concerning ground conditions who will speak to the tractor and water truck driver.  Any contestant discussing ground conditions - telling the tractor driver to dig deeper, water more or change the ground conditions before the first barrel racer competes or from a previous slack or performance without a judge present will be subject to a major fine violation. Any contestant who harasses a tractor driver or other official of a rodeo about ground conditions without a spokesperson or director, in person or by phone, will be subject to a major fine violation. Ground conditions are to be maintained as closely as possible from a previous slack or performance unless deemed unsafe then refer to rule 12.10.

(Major Fine) 9.3.20 a contestant who discusses ground conditions with a tractor driver to initiate changes in ground conditions from previous performances or slack, or who harasses or uses conduct or speech unbecoming a professional WPRA member after competition is complete.

Chapter 16 Co-sanctioning Rules and Procedures
If WPRA co-sanctions with a rodeo organization money won from that event will count towards the WPRA standings for year end qualifications.  If WPRA co-sanctions with a 4D, 5D, 6D approved jackpot then the monies won by a 1D or 2D rider will count towards WPRA year end standing and qualifications.  If more than one horse is entered only the highest ranking money won will count towards the WPRA standing.  (Aside: You could limit this, some jackpots have 150 entries while others have 1500 to only those that have more than 150 entrys then both 1D monies and 2D monies would be counted for WPRA standings. If less than 150 entries only 1D placings will count for qualification)  (Logic):  There are rodeos that pay 10-15 places that have spreads of (one/half) .5 second between 1st and last place.)

1.2  Meetings

            1.2.1.1 CHANGE    Notice of any annual ALL MEETINGS shall be given by publishing in official WPRA publication and/or on www.wpra.com. A notice prominently displayed stating the time and place of such meeting and shall be published not less than thirty (30) days prior to the date of such meeting. AN AGENDA WILL ALSO BE POSTED ON WEBSITE.        (4.1.11, and 6.2 may need to be adjusted)

            1.2.3.2. ADD   Official minutes of all meetings shall be sent to all Officers and Directors AND POSTED ON THE WEBSITE. MINUTES SHOULD INCLUDE HOW EACH DIRECTOR VOTED.

 

INTENT:  To better inform members and give them time to voice their opinions to directors and know how we are being represented.

 

10.8  Turning Out

            10.8.2. Delete second preference.

            10.8.3  Delete second preference.

            9.2.15  Delete second preference.

 

INTENT:  Stop the turnout fines for getting a second preference, because PROCOM makes you back up a slack preference with a performance.

 

12.12 Marking Barrels

            12.12.9. CHANGE  When setting barrels on marker, center of barrel shall be positioned over where the marker comes out of ground on the inside of marker.

 

INTENT:  Several of the judges have brought this up. They think it is easier to keep the barrels in the same place. Secondly, at places like Cheyenne , where they use rubber hoses or stiff nylon rope, it is hard to get the barrels to set flat, making them easier to knock over.  (12.3.12, 12.4.1.1,  12.5.2, 12.5.2.1 may need to be adjusted.)

 

Also 9.2.24 needs to be reworded about who is responsible for marking barrels.

Intent:  Make all Tour Rodeo 2 go rounds.

 

Intent:  Increase all entry fees by twenty dollars due to inflation.

 

Proposal:

 

I would like to see the WPRA members have the option to purchase two separate cards.

    Circuit card -- $300 this card would allow them to go to all rodeos approved by their circuit.

    Open card -- $500 this card would allow them to go to all rodeos.

This would be a great way to help the association make money!

 

 

 

 

Proposal:

 

I think we need someone in the office to coordinate all slacks between different circuits.  For example:  Belle Fourche, Oakley, and Livingston all had their slacks the same day over the fourth.  I know that this is the circuit director’s job but they have a lot of other things going too.  This persons other job would also be working with the committees at the bigger rodeos on the ground issues and would encourage them to begin working the ground 3 or 4 days prior to the performance or slack whichever comes first.

Change co-sanctioning rules:

If a member is entering more than one horse in a co-sanctioned 4D or 5D event, she must designate which horse will be her “WPRA run” for points.  She can only earn points won in the 1D on that horse.
